Unacceptable attitude from Baltimore Police

The block was known for drug dealing, the victim was a convicted drug dealer and the killing was almost certainly drug related, the police said.

"He committed crimes there; he was killed there," a spokesman for the police, Matt Jablow, said.
Yeah, but Matt, ol' boy, murder is unlawful. Yep, even in Baltimore B.



Now, then, Anna Ditkoff's Murder Ink column reports 10 murders this week, and they just keep a comin' after press deadline. Lotsa guys shot in the head, it seems. And quite a few multi-victim shootings.

Gemini Jones at it again.
Jeez Louise, it seems that good ol' Jemini Jones, when fleeing arrest for a handgun charge just lately, was at the intersection of 33rd and Frisby in Better Waverly.

While Frisby is only a couple blocks in length, it's already seen two police chases, a shotgun assault on a cop, a double shooting, and a couple of robberies, not to mention being the exit from the Blockbuster where Tony Gilmore was murdered. Busy lil' dead end street.

And the Messenger's Crime Log for the week in Northern District is available. Highlights include an armed robbery of customer(s) at the McDonald's @ Greenmount & 29th and the theft of a car from its owner by his own passenger on York Road.

Gang Activity confirmed
One more indication that the Bloods are becoming a presence in Baltimore: the July 4 mini-riot by the Harbor, denied by our illustrious Mayor, who just wants the tape to stop. I wasn't there, but I've been watching the gang tags multiply in the Barclay and Harwood communities in Northern District, even as the Northern Police Commander disingenuously suggests that refugee firebomb-victim Edna McAbier can safely return to her home deep in Bloods territory. A few weeks ago a Blood was murdered during a fight with Young Guerrillas members on Guilford & 22nd in South Charles Village with a shotgun. It's very much here, even if the recruits don't know their gang signs properly.

had those BOYS IN BLUE walking the BEAT every Friday and Saturday night..
back in 04' it surely helped around here on Jefferson & Kenwood.... not a peep from the BLOODS & (Crips...from which i have not seen emerge yet)...but wait til next summer ..... the murder rate will top 320!! you watch!!!

Glad you understand about weekend nights, especially in the Summer. Clark actually overestimated the value of computer-based deployments.

We have Crips already. They don't do the Blue bandana thing here, just blue jeans and white overlong Tees. The young Black Urban Guerrillas are Crip sets. The easiest way to tell is by tags. They don't C-Walk, that's West Coast, but they seem to use the tags.

The Crips here are beholden to Newark/E. Orange, rather than the traditional L.A. Crip sets, but you will find some Grape Street and Rolling 60's connections around, more for heroin than for coke.

The Bloods here are also not LA Bloods, but United Blood Nation, which is a looser franchise out of Wilmington.

If things keep up the way I'm seeing, it's gonna be hot in '07. It takes about two years for refined product to make it into the U.S. in quantity, and we're looking at a bumper crop of heroin. When all that smack hits the street, there's only one way to keep the price from falling out the bottom: kill the competition.

To illustrate, one estimate of the price elasticity of demand for heroin is -.25 (Spruill & Silverman 1997), which means a 40% drop in price produces about a 10% boost in consumption, but revenues to the dealer drop by 33%.

Now, the actual amount of the price drop for a given expansion in supply is also somewhat a function of the slope of the supply correspondence, which is quite conjectural. What we do know is that the quantity out of Afghanistan has quadrupled, even if it is primarily bound for European markets first.

As those prices dip, primarily West African and Pakistani smugglers will supply the American market until our prices equilibrate. While I cannot guess how low they might sink, local dealers won't just take the loss. They will eliminate competitors. It's how price wars in criminal enterprises work.

The second problem is that demand doesn't increase so much per user. Instead, it increases by encouraging new users to experiment at an affordable price and get hooked. This category of user will likely increase the number of property crimes and, if they do not have a grip on their new habits, may result in new addicts committing thoughtless violent crime.

Saw fresh crip tags on that shop at Old York and 39th a few days ago, where Pen Lucy hits Waverley. Don't have a good feeling about it.

That was the line of demarcation for the Cator-McCabe boys (before they got shot up), so I'd expect it to be the marker for ongoing activity along Old York.

Yeah. Def been seeing some new faces (including one kid who was visibly taking the cash *and* handing the baggie, clearly a newbie in need of on-the-job training) since that excitement. Had a bunch of undercovers with a vanfull of innocent-til-proven-guilty sorts at 38th and Old York last week. Guess the old turf isn't enough. Hope they don't head far enough south to run into enemies (or, of course, that our fair police force decides to maintain PL as a no gang zone!)

At the Convention Center downtown, new faces are a good thing. On the corner at 2:00 in the morning, it just foreshadows violence. Always heats up when new boys show.

I don't know. Don't usually stop to chat with 'em - I just noted the new tags and it seemed to coincide with some new and clumsy faces and the arrests just below 39th rather than just above it and kinda get the feeling a change is brewing. Wonder if things have shaken out with Old York and the new (or expanded or reaffiliated) crew is restless.
