out of curiosity, how does the baltimore city PD define "gang member" and "gang member involved"? Gang member involved "incidents" does not necessarily mean gang activity or gang-related activity. It means that someone suspected of being in a gang has been involved in an "incident"-- not the same thing at all. That's not to say that some of these incidents weren't "gang activities"-- perhaps some were. But I'm willing to guess that an offender's gang membership is not a driving factor in their offending or where they are "involved" in "incidents." I'm not really sure what you're trying to get at with this post.
